نظمت مؤسسة REFORM وبلدية الخضر ضمن مشروع "تعزيز الوصول إلى العدالة III " تدريباً متخصصاً بعنوان "آليات حل المنازعات من خلال الوساطة والتحكيم: تطبيقات عملية في السياق الفلسطيني" وذلك في بلدية الخضر. يهدف التدريب إلى دعم جهود المؤسسة في تأسيس غرفة وساطة مجتمعية في #بلدية_الخضر، وتمكين المشاركين من تطبيق منهجيات الوسائل البديلة لحل النزاعات وتعزيز مهاراتهم العملية في هذا المجال. وتناول التدريب عدداً من المحاور الرئيسية، منها الإطار القانوني والمفهومي للوسائل البديلة لحل النزاعات، العلاقة بين حقوق الإنسان، والنظام العملي للوساطة والتحكيم، بالإضافة إلى الإطار المؤسسي لهذه الوسائل ودور القضاء والوزارات والمحافظات والجمعيات ومنظمات المجتمع المدني في دعمها. كما تم مناقشة أهمية الوسائل البديلة في معالجة القضايا النسائية، وأنواع النزاعات التي يمكن تسويتها عبر الوساطة والتحكيم، وعدالة الإجراءات والاتساق مع المعايير الحقوقية. مما يعزز وصول الفئات الضعيفة والمهمشة إلى العدالة، من خلال رفع الوعي المجتمعي بأهمية اللجوء إلى الوسائل البديلة لحل النزاعات، والمساهمة في معالجة حالات الاختناق القضائي وتسريع حل النزاعات بين الأطراف، بما يعزز السلام الأهلي والاستقرار المجتمعي في فلسطين. يتم تنفيذ هذا المشروع من قبل مؤسسة REFORM، بدعم من برنامج "سواسية ٣ المشترك: تعزيز الوصول إلى العدالة بشكل متكافئ لجميع الفلسطينيين"، البرنامج المشترك لبرنامج الأمم المتحدة الإنمائي وهيئة الأمم المتحدة للمساواة بين الجنسين وتمكين المرأة واليونيسف. والذي يهدف الى تسهيل وصول الفئات الضعيفة والمهمشة الى مكونات العدالة من خلال رفع الوعي المجتمعي بأهمية اللجوء الى الوسائل البديلة في حل النزاعات، ودورها في معالجة حالات الاختناق القضائي في تسريع وحل القضايا الخلافية بين اطراف النزاع. REFORM,and Al-Khader Municipality. within its “Enhancing Access to Justice III” project, organized a specialized training course titled “Dispute Resolution Mechanisms through Mediation and Arbitration: Practical Applications in the Palestinian Context” in Al-Khader Municipality. The training aimed to support the establishment of a social mediation center in Al-Khader Municipality and to empower participants to apply alternative dispute resolution methodologies while strengthening their practical skills in this field. The training covered key topics, including: 🔸 the legal and conceptual frameworks of alternative dispute resolution 🔸 the relationship between human rights and the practical systems of mediation and arbitration 🔸 the institutional framework for these methods and the role of the judiciary, ministries, governorates, associations, and civil society organizations in supporting them The training also highlighted the importance of alternative dispute resolution in addressing women’s issues, the types of disputes that can be resolved through mediation and arbitration, and the fairness of procedures and their alignment with human rights standards. The overall goal is to enhance access to justice for vulnerable and marginalized groups by increasing community awareness of the value of alternative dispute resolution, reducing judicial backlogs, and accelerating dispute resolution—ultimately contributing to civil peace and social stability in Palestine. This session comes as part of the “Enhancing Access to Justice through Pomoting ADR and Early Response Mechanisms III” project, which promotes Alternative Dispute Resolution (ADR) as a key part of both formal and informal justice systems, ensuring easy public access. This project is implemented with support from the Sawasya III Joint Programme: Reinforcing Equal Access to Justice for all Palestinians, implemented by UNDP, UN Women, and UNICEF.
